DOT Drug and Alcohol Testing Compliance with PHMSA

Accordingly, the Pipeline and Hazardous Materials Safety Administration strictly enforce the requirements of the DOT drug and alcohol testing program. Many large oil and gas companies employ auditing companies to ensure that their subcontractors comply with PHMSA's drug and alcohol testing requirements. This PHMSA may include the following:

According to PHMSA regulations, alcohol tests should be conducted after an accident, upon reasonable suspicion, and upon returning to duty. Employees who fail or refuse to submit to DOT alcohol testing under Part 199 are subject to random follow-ups by SAP.

PHMSA Drug Testing: What is it?

According to 49 CFR Parts 192, 193, or 195, pipeline operators, contractors, and/or agency personnel performing operations, maintenance, or emergency operation or response functions covered by DOT pipeline safety regulations must have anti-drug and alcohol misuse prevention plans and programs. Employers regulated by PHMSA must follow the Drug and Alcohol Testing Rules of the Department of Transportation (DOT) 49 CFR Part 40 and must also follow the specific PHMSA agency rule 49 CFR Part 199.
